Find zones hidden behind an earlier one, duplicates and zones with no methods, then reorder or delete them with your approval.

Go through my shipping zones in the order WooCommerce checks them. Tell me which zones can never match because an earlier zone already covers their addresses, which overlap, which have no methods, and what customers in [Crete], [Athens] and [Cyprus] would see at checkout. Suggest a cleaner order and which zones to delete. Wait for my approval before any change.

What happens
- The AI app reads every zone in order, with its countries, regions, postcodes and methods; the first zone that matches an address wins.
- It shows you which addresses fall into which zone, and where a zone is shadowed by an earlier one.
- Changing a zone's order waits for your approval and can be undone.
- Deleting a zone also removes its methods, and the addresses it covered fall to the next zone that matches. It waits for your approval, and undo makes it again, with a new id.
